The Affordable Healthcare Coalition of North Carolina is pleased to share its 2025 Affordable Healthcare Scorecard.
The North Carolina General Assembly’s 2025 legislative session was the most active on healthcare issues in recent memory.
During the session, the Affordable Healthcare Coalition scored 27 healthcare-related bills.
- We supported 17 bills and opposed 10.
- Three of the bills we supported became law.
- None of the bills we opposed were enacted.
These new laws will help small businesses access more affordable insurance options, lower prescription drug costs, and improve access to care:
Once all the votes were cast and the work was complete, we graded every member of the General Assembly – from A+ to F – based on their commitment to lowering healthcare costs.

We recognize that some of the most meaningful work often happens outside the spotlight, and our scoring reflects that reality.
In the end, we crowned 10 A+ Champions.

These legislators went above and beyond—fighting proposals that would have raised healthcare costs and championing solutions that help keep hard-earned money in the pockets of North Carolina families and employers.
